Free testing for loose-fill asbestos is available if your strata scheme was registered by last year's deadline. For free testing to go ahead, email the required owners corporation special resolution (Word size: 20kb) to Fair Trading by 31 March 2017 using AsbestosEnquiry@Finance.nsw.gov.au.
Strata premises built before 1980 may contain loose-fill asbestos insulation and owners and tenants of affected residential strata properties may be eligible for financial assistance.
If an accredited laboratory testing facility confirms that a property contains loose-fill asbestos insulation, owners may be eligible for the Voluntary Purchase and Demolition Program.
Owners of properties that belong to a strata scheme cannot participate individually in the Voluntary Purchase and Demolition Program as the scheme as a whole will be impacted should testing confirm the presence of Loose-Fill Asbestos Insulation.
In 2016, NSW Fair Trading offered free sample testing to eligible homeowners in identified NSW local government areas. Registrations for free testing closed on 31 October 2016 but those strata schemes that lodged their intent to register prior to the deadline still have to make sure that the approved special resolution form has been sent to Fair Trading before 31 March 2017.

Before exercising their votes at the general meeting, lot owners should be aware of the implications of the strata scheme being found to contain loose-fill asbestos insulation.

If the strata scheme did not lodge their intent to register prior to the registration deadline and there is concern that the property contains loose-fill asbestos insulation, the scheme should arrange for an LAA to conduct a sample test at their own expense.
