Property testing timeframes 

More than 96,000 NSW homeowners have registered for the Voluntary Purchase and Demolition Program (the Program). Approximately 70,000 of these registrations qualify for free property testing having met the Program's eligibility criteria – i.e. the home was built prior to 1980 and is located in an identified Local Government Area (LGA).

Property testing inspections are being prioritised to focus on those LGAs (listed below) where the likelihood of properties containing loose-fill asbestos is highest. 

Testing is carried out only by Licensed Asbestos Assessors (LAAs) that are industry experts in the identification and assessment of friable loose-fill asbestos insulation.

Indicative property testing timeframes are listed below.  They may be adjusted as a result of affected properties being identified or due to the availability of LAAs in a particular area.

Area 1 – The majority of testing completed by 31 December 2016

Priority was given to the three LGAs where the highest numbers of properties affected by loose-fill asbestos were located. They are:

  • Berrigan Shire Council
  • Greater Hume Shire Council
  • Queanbeyan City Council.

The majority of registered properties in these LGAs have been tested. The remaining property testing inspections will be carried out subject to land ownership and roof access issues being resolved.

Area 2 - Testing due to be completed by approximately 30 June 2017

Priority is being given to the LGAs where at least one property has been confirmed to contain loose-fill asbestos:

  • Albury City Council
  • Bankstown City Council*
  • Hornsby Shire Council
  • Ku-ring-gai Shire Council
  • Lithgow City Council
  • Manly Council
  • Narrandera Shire Council
  • Orange City Council*
  • Palerang Council
  • Wagga Wagga City Council
  • Warringah Council**
  • Yass Valley Shire Council

*   The affected properties in these LGAs have already been demolished and therefore do not appear on the results table.
** As Warringah was recently added to Area 2, inspections will be completed within Area 4 timeframes.

Area 3 - Testing due to be completed by approximately 31 December 2017

To ensure residential properties affected by loose-fill asbestos are identified, the NSW Government extended limited free property testing to an additional 35 LGA, listed below.
Currently there are no properties in Area 3 that have been identified as affected by loose-fill asbestos.

Of the 28 LGAs initially identified, currently the following LGAs have not had any properties confirmed as containing loose-fill asbestos:

  • Boorowa Council
  • Cooma Monaro Shire Council
  • Eurobodalla Shire Council
  • Goulburn Mulwaree Council 
  • North Sydney Council
  • Parramatta City Council
  • Snowy River Shire Council
  • The Hills Shire Council
  • Tumbarumba Shire Council
  • Upper Lachlan Shire Council
  • Young Shire Council
